Pump water into the bucket, and it will be sprayed out through the small bent pipes at its bottom. All the pipes are bent in the same direction. When the streams impart motion to the bucket, it starts to spin in the opposite direction. The motion arises as specified by the law of action and reaction in the same way as the force of reaction from the fuel can shoot up a rocket.
